I have exactly the same problem.

I've two identical Domino 603 servers clustered. One contains 440 user and the other one just 4-5 users... The servers with all the users is 100% available and the other one is always around 35%. There is a plenty of memory available, the CPU is not overloaded and there is no specific Domino process using a lots CPU ressources. Therefore I assume that's just a calculation problem.
